Florida Profitability

Last month I put up a chart on the cumulative profitability of the homeowners insurance market in Florida.  Here (below) is one on the annual profitability. 

How do the consumer advocates or the governor justify their claim that that the insurers are profiteering?  They claim that because the industry spends money on lobbying then the industry doesn't really need any help.  I guess that is why people don't really need defense lawyers either.
